It means m<1+m<2=90; m<1=m<3.
If,
m<3 = 49, therefore m<1= 49 (Vertical Angles)
49+ m<2 = 90 (Substitution)
m<2= 41 (Addition Property of Equality/ APE)
Angle 2 measure 41 degrees. :)
