I am sure it is a base 10 logarithm.
I just do not know if the 10 is supposed to be the base, or the base is omitted because it is base 10.
So I'll solve both problems.

log%2810%2Cx%29=-8 --> x=10%5E%28-8%29=0.00000001

log%28%2810x%29%29=-8 --> 10x=10%5E%28-8%29 --> x=10%5E%28-8%29%2F10 --> x=10%5E%28-9%29
