replace a and c
96(2b+1) = 399(.5b) + 30b + 21
192b + 96 = 199.5b + 30b + 21
96 - 21 = 229.5b - 192b
75 = 37.5b
b = 75/37.5
b = 2
then
a = 1
and
c = 2(2)+1
c = 5
