The Hare is traveling at 6ft. per 1 second, the Tortoise is traveling at 6ft. per 8 seconds. The Tortoise has a head start of 1,000 feet. When will the Hare pass the Tortoise? The hare is moving 6 ft/sec
The tortoise is moving 3/4 ft/sec
The hare is "gaining on" the tortoise at 5.25 ft/sec (6 - 3/4)
1000/5.25 =~ 190.476 seconds
or 3.175 minutes

I don't know of a formula to use. Sometime you just figure it out.
