Actual population before twenty years=10,000.
Increase in population per year=8%=((100+8)*10,000)/100=10,800.
So,there will be an increment of 800 people to the population every year.
=>after twenty years,the total population=10,000+19*(800)=25,200.
Now,the population for 10 more years=25,200+10(800)=33,200.
=>Final population=33,200.

Exponential problem, but you could develop a pattern based on the description.

Use 20 years ago as time ZERO, and therefore "in ten more years" is time 30.
