(8+5)^0 = 1, so you are correct.

1%2F8+=+1%2F%288%5E1%29+=+8%5E%28-1%29

So, 1%2F8+=+8%5E%28-1%29

Note: I'm using the rule 1%2F%28x%5Ek%29+=+x%5E%28-k%29 where k is some positive number.
