I guess that means "the 4th term" of the expansion.

1st term 11C11etc.
2nd term 11C10etc.
3rd term 11C9etc.
4th term 11C8(3x)^8(-2y)^3 = 165*6561x^8*-8y^3 = -8660520x^8y^3
