I found that amplitude is 3, period is 10Pi, shift is -5, and midline is -8.
I am not sure about the graph but I have it starting in quadrant 2 and crossing the y axis into quadrant 4. (like an S)

The period is 5pi. Remember that the period of tan & cot is pi, not 2pi.

Shift is +5
The amplitude is infinite.
There is no well defined midline,
but the line thru the points of inflection is y = -8
