If the green comes up 3, then the red can come up 1 or 2 -- two ways

If the green comes up 2, then the red can come up 1, 2, or 3 -- three ways

If the green comes up 1, then the red can come up 1, 2, 3, or 4, -- four ways.

Altogether 9 possible successes.

There are 36 ways for two dice to fall, so 9/36 = 1/4
