We isolate the |2y-3|

Subtract 10 from both sides

2|2y-3| = 4

Divide both sides by 2

|2y-3| = 2

That breaks into to equations:

2y-3 = 2,   2y-3 = -2
  2y = 5,     2y = 1
   y = 5%2F2,     y = 1%2F2
               

Solutions:  5%2F2 and 1%2F2.
