Divide both sides by +7+
+%287x%29%2F7+%3E+20%2F7+
+x+%3E+20%2F7+

The > sign means "is greater than
+20%2F7+ is slightly less than +21%2F7+=+3+,
so it's OK for +x+=+3+, but it's
not OK for +x+=+20%2F7+
