Percent change = %28NEW_AMOUNT-OLD_AMOUNT%29%2F%28OLD_AMOUNT%29×100% = %28NEW_AMOUNT-OLD_AMOUNT%29%2F%28OLD_AMOUNT%29×100% = %2815-10%29%2F15×100% = 5%2F15×100% = 33 1/3 %.

The error made was dividing by the NEW amount instead of dividing by 
the OLD amount.

That's because %2815-10%29%2F10×100% = 5%2F10×100% = 50% which is
wrong.
