 When the ball passes thru the hoop it is 10 ft. above the floor.
 so, let h = 10 ft.

 -16t^2+19t-3=0
 Use the Quadratic Formula:
 t=[-19+-sqrt(19^2-4*-16*-3]/-32
 t=0.1875 or t=2

 The 1st time is when the ball is on the way up.
 The 2nd time is when the ball is coming down to 10 ft.
