  1 = 3 + n%2F8

Add -3 to both sides

  1 = 3 + n%2F8
 -3  -3
--------------------
 -2 =     n%2F8

Multiply both sides by 8

-16 = n

To check, substitute (-16) for n in the original
equation:

  1 = 3 + n%2F8
  1 = 3 + %28%28-16%29%29%2F8
  1 = 3 + (-2)
  1 = 3 - 2
  1 = 1

BTW, 1=3+(-2) is right but 3+-2=-1 is wrong!
