When there is a number before the log it is the exponent of the number being logged.
example:
3log%282%2C5%29=log%282%2C5%5E3%29
so %281%2F4%29log%283%2Cx%29-5log%283%2Cy%29
log%283%2C%28x%5E%281%2F4%29%2Fy%5E5%29%29

and

By the rules of logs:
