Find how many man-days required to complete 40% of the job
28 * 16 = 448 man-days
At this rate find how many man-days (md)required to complete the job\
.4md = 448
md = 448/.4
md = 1120 man-days to complete the job
therefore
1120 - 448 = 672 man-days to do the remaining 60% in 14 days
Find the no. of men required
672/14 = 48 total men
48 - 28 = 20 more men to finish the job on time
