One key to this problem is to realize that parallel lines have the same slope.
The other thing you need to know is how to find the slope of a line given 2 points.
The slope of a line is given by %28y2-y1%29%2F%28x2-x1%29
In this case, the slope is:
%28y-16%29%2F%285-4%29
And, since it is parallel to a line of slope, -10, you can form the equation to solve for y:
%28y-16%29%2F%285-4%29=-10
Simplifying...
y-16=-10
