4 to the power of -2 over (divided by) 5 to the power of -2
My professor taught us to subtract. Not too sure if she specified
If it should be the bases or the exponents or both...

5^-2 = 1/5^2
(4^-2)/(5^-2) = (5^2) / (4^2)
25/16
