Every boundary line is an EQUALITY.
Although you want the graph of y>3m the boundary line is y=3.

Graph the line y=3 as a dashed line parallel to the x axis.
That is the boundary line.

Now determine the half-plane that is the graph of the INEQUALITY:
Pick a test point, like (0,0)
Substitute those value into the INequality to see if the side with (0,0)
in it is the solution half-place.
You get:
0>3
That's wrong so the solution is not on that side.
The other half-plane is the solution set for y>3.
