2%267%2F10 is plotted 7%2F10 of the way from 2 towards 3

1%262%2F5 is plotted 2%2F5 of the way from 1 towards 2.

In cases of fractions, unless you have very accurate 
measuring tools you'll just have to guess about how far
a fraction is between two integers.  You'd usually ask
yourself "Is it more or less than half-way?" In the above 
you'd just guess that 1%262%2F5 is a little less than 
half way between 1 and 2.  Also you'd just guess that 
2%267%2F10 is a little more than half way between 2 and 3.
If you have 10 marks between the integers as above, you can 
get it accurately. But normally it doesn't matter if you 
just guess it fairly close.
