There is really nothing to factor in x%5E4%2F64.
Maybe you are expected to write that x%5E4%2F64=x%2Ax%2Ax%2Ax%2F%282%2A2%2A2%2A2%2A2%2A2%29.
You could also write is as x%5E4%2F2%5E6, or x%5E4%2F4%5E3, or x%5E4%2F8%5E2,
or some other combination.
