I got really close but the answer im getting is not a answer choice.I first10.08*40=403.2/30=13.44 for 40 calls. To get 50 calls I did 10.08+0.04=10.12*50=506/30=16.86 and thats not a answer choice!

You are missing the idea of what it means to have a "base rate". The base rate has nothing whatever to do with the number of calls you make, so you shouldn't be multiplying that $10 by anything. And where did you get the number 30 to divide by?
It costs $10 just to have the phone, even if you don't make any calls.
It costs 0.08 for each of the first 40 calls, so if you make 40 or more calls, you have to add 0.08 times 40 equals $3.20
So far, you have racked up 13.20.
Then since you had a total of 50 calls, which is 10 more than the 40 you have already paid for at 8 cents a call, you have to add 10 times 0.04, or $0.40
$13.20 + $0.40 = $13.60, which is in your list.
