Basically what we have is a right triangle with a height (opposite side) of 33,000 ft and a base (adjacant side) of 22 mi. YOU ARE RIGHT!!!!! We must either deal in miles or feet. So let's deal in feet:
22 mi=22*5280 ft =116,160 ft
Slope =tangent of included angle which equals opposite side divided by the adjacant side. So we have
Slope=TAN (theta)=33,000/116,160=0.28409=0.28
