The domain is all points where the function is defined. It is defined in all points where the denominator 3x+1 is not 0. It is zero at the point x=-1/3, obviously.
So, the domain is all X except -1/3.
The range is all points, which becomes obvious when you try to draw the graph. The function approaches plus and minus infinity around point x=-1/3, and also gets to zero in point x=-4/5.
