Since the angle PSR is bisected (the angle at the apex of the triangle), angles 1 and 2 are equal. So we can say:
m%3C1=m%3C2 note: it reads angle 1 is equal to angle 2

which is equivalent to

4x-3=x%2B21

So now we can treat this as an algebraic equation.

4x=x%2B21%2B3 Add 3 to both sides
4x-x=24 Subtract x from both sides
x=24%2F3 Divide both sides by 3
x=8
So x=8

Check:

4x-3=x%2B21
4%288%29-3=%288%29%2B21 Plug in x=8
32-3=29
29=29 works
