That narrows it down to these four types of numbers

21_, 42_, 63_, 84_

We only need to fill in the blank for the units digit.

The sum of the digits is 14.
21_ is ruled out because you can't put 11 in the right blank.
63_ is ruled out because you can't put 5 in the blank, because
that would make it an odd number 645.

So it's either 42_ or 84_

To make the sum of the digits be 14, it could either be 
428 or 842
