Substitute (2) into (1)
(1) +2%2A%28+b+%2B+2+%29+%2B+4b+=+46+
(1) +2b+%2B+4+%2B+4b+=+46+
(1) +6b+=+42+
(1) +b+=+7+
and
+a+=+b+%2B+2+
+a+=+9+
----------
There are 9 with 2 legs and 7 with 4 legs

Legs Equation::::: 2t + 4f = 46

Substitute for "t" and solve for "f":
2(f+2) + 4f = 46
6f = 42
f = 7 (# of animals with 4 legs)
