I think what they are trying to say is that the
flower bed is a triangle, and only 2 of the sides are given.
If you imagine that the 6' side is connected to one
end of the 9' side by a hinge, and you rotate the 6' side,
you can rotate it to 2 extremes.
One way, it can line up with the 9' side, making
the 3rd side add up to +6%2B+9+=+15+
The other way, the 6' side can fold back on the 9'
side, making the 3rd side +9+-+6+=+3++
So, the 3rd side must be between 3' and 15'
I think that's what they're getting at.
