If you distribute the -1, considering it as

you get:

%287%28x%5E2%2B8%29-2%2B4%29%2F%2816%28x%29%2B8%29

or

%287%28x%5E2%2B8%29%2B2%29%2F%2816%28x%29%2B8%29

If you subtract them first, you get

%287%28x%5E2%2B8%29-%28-2%29%29%2F%2816%28x%29%2B8%29

So it doesn't matter which you do.  However
when you can combine the terms inside the
parentheses, that is always shorter.
