Presuming that your experiment can be repeated many times under similar circumstances, the relative frequency of an event which is given by the number of times the event occurs divided by the number of experiments is an approximation of the actual probability of the occurance of the event. In general, the relative frequency of an event gets closer to the true probability as the number of experiments increases.
For example if you flip a coin 30 times and get 17 heads and 13 tails, you would report the relative frequency of the event "heads" as the fraction 17/30, and you might consider that an approximation of the true probability (assuming a fair coin) of 15/30 = 1/2. Again, assuming a fair coin, if you repeated the experiment 300,000 times, your result would be much closer to the true probability of 1/2.
