Dilution; adding the solvent. In your example, you want the quantity of the concentrated solution.

v = volume of the concentrated 35% solution to use
w = volume of solvent to use
M = amount of volume of 5% solution you want as result, here being 2 Liters
T = concentration of solution you want, being 5%.
H = concentration of the available high concentration solution you will use and dilute.
