4y = 3x + 1
y = (3/4)x + 1/4
slope m = 3/4
Lines perpendicular have a slope that's the negative inverse
m = -4/3

-1 = (-4/3)*2 + b
b = 5/3
--> y = (-4/3)x + 5/3
