If so, it can be simplified as

%28cross%287%2Ab%29%2A2%2Aa%29%2F%28cross%287%2Ab%29%2A%287%2Aa+%2B+14%29%29   --- cross out the common item 7b

= 2%2Aa%2F%287%2A%28a%2B2%29%29

Restriction: if a = -2, the denominator becomes 0, hence a cannot be -2.
