You can put this solution on YOUR website! When placing a number into scientific notation, and rounding to the number of sig figures: 1: Move the decimal to the proper place for scientific notation. 2: round the number to the appropriate digit.
0.00995725 is 9.95725 x 10^-3
Rounded to three sig digits the 5 moves up to 6: 9.96 x 10^-3
