+60-+m+ = the number of minutes past 3:00 now
In +20+ min, the time will be 3:00 plus +60+-+m+%2B+20+

+m+ minutes, so
+m+=+60+-+m+%2B+20+
+2m+=+80+
+m+=+40+
+60-+m+ = the number of minutes past 3:00 now
