f(a-2)=-x-3
f(a-2)=-(a-2)-3
f(a-2)=-a+2-3
f(a-2)=-a-1
or f(a-2) = a+1
or y=a+1

check by plugging y=a+1 and x=a-2 back into the original equation and solve.
a+1=-(a-2)-3
a+1-a+2-3
a+1=-a+2-3
a+1=-a-1
