you just haven't factored the expression completely.
start with 6x^3 - 9x^2
factor out 3x^2 to get 3x^2 * (2x - 3)
factor out 3x to get 3x * (2x^2 - 3x)
both expressions are mathematically equivalent.
their value is the same.
you get an equations that says:
3x * (2x^2 - 3x) = 3x^2 * (2x - 3)
if you have to factor the expression completely, than you have to factor it until it can be factored no more.
6x^3 - 9x^2 = 3x * (2x^2 - 3x) is not completely factored.
factor it again and you get 3x * x * (2x - 3).
simplify it to get 3x^2 * (2x - 3)
since you can't factor it any more, you're done.
