Slope-intercept form for a line:
y=mx+b
m is the slope
b is the y-intercept for point (0, b).

You could solve the equation in its most general form for b:
y=mx%2Bb
y-mx=mx%2Bb-mx
y-mx=mx-mx%2Bb
y-mx=b
b=y-mx

Use that formula for b now because you were given a point and the slope.
b=-4-%28-3%2F5%29%2A5
b=-4%2B3
b=-1

Back again the the slope-intercept form for a line,
y=mx+b
You were given the slope, and you found the value for b, so you just put them in their positions in the equation.
