If I could have an explanation to how to find the answers, that would be great. Im trying to understand how I would find it.

the standard formula is:+%28x-h%29%5E2%2B%28y-k%29%5E2=r%5E2 where h and k are the x and y coordinates of the center of the circle, and r is radius
in your case we have:
%28x+-2%29%5E2+%2B+%28y+%2B+3%29%5E2+=+9

%28x-2%29%5E2+%2B+%28y+%2B+3%29%5E2+=+3%5E2 if you compare it to the standard formula, you see that
h=2, k=-3-the coordinates of the center,
so, center is at (2,-3)
r=3 and d=6-the radius and diameter

where (h,k) is the center and r is the radius
