5x+13>=0, and 5x+13<0, are the two conditions to use.
If 5x+13>=0 then |5x+13|=5x+13=-7
5x=-7-13
5x=-20
x=-4
If 5x+13<0 then |5x+13|=-(5x+13)=-7
-5x-13=-7
5x+13=7
5x=7-13
5x=-6
x=-6/5
ANSWER: x is either -4 or -6/5
