LW = (L-2)(W+2) = (L+8)(W-4)
LW = LW+2L-2W-4 = LW-4L+8W-32
Subtract LW from all three
0 = 2L-2W-4 = -4L+8W-32
So we have the two equations:
2L-2W- 4 = 0
-4L+8W-32 = 0
2L-2W = 4
-4L+8W = 32
Solve that system of equations and get:
L = 12 cm²
W = 10 cm²
