what I did and still got it wrong was 1/24+ 1/12 = 2/36 = 1/18 so i figured 18min but it cannot be possible if a single hose alone can fill it in 12 min

You did the right thing, but
1/24+ 1/12 = 2/36 = 1/18 is not right.
----
1/24 + 1/12 = 1/24 + 2/24 = 3/24 = 1/8
--> 8 minutes
