The daily largest newspaper is about 1.67 million
The third largest is 1.08 million
Express the relative differnce using a percentage.
Then use the second given value as the reference value

You can express the difference as the % difference compared to the larger newspaper, and as the % difference compared to the smaller newspaper.


In general the % difference is difference/original x 100.


% difference of the larger paper is (1.67-1.08)/1.67 x 100 = .59/1.67 x 100 = 35.33%.


% difference of the smaller paper is .59/1.08 x 100 = 54.63%
