Is the 990 in degrees or in radians?

Cotangent is cos%28alpha%29%2Fsin%28alpha%29 for some angle, alpha. If your 990 is degrees, then this is an angle at the same position as 270 degrees. The cotangent should be visually obvious. What is the cosine of 270 degrees? What is sine of 270 degrees?
