You can put this solution on YOUR website!
They have $40 to spend. They cannot spend any more than that. So if each baseball costs $3, then b baseballs cost 3b dollars.

This means

Total < 40

3b < 40

You can put this solution on YOUR website!
if Simone has $40 to buy baseballs for her team's practice, she can spend $40 or less
if each baseball costs $3 she can buy 3b baseballs and that should be $40 or less
find how many baseballs you can buy:
b=40%2F3
b=13.3...you can buy 13 baseballs
so, your answer is choice C. 3b+%3C+39

I am not quite sure is choice D. 3b < 39 is correct or you made mistake because is same as C.
