2x * (4x - 3) divided by 2x * 2x
the 2x in the numerator and denominator cancel out and you are left with:
4x - 3 divided by 2x
that's the simplified expression.
the restrictions come from the original factored equation which is:
2x * (4x - 3) divided by 2x * 2x
x cannot be equal to 0, otherwise the denominator becomes equal to 0.
otherwise you're ok.
