Slow pipe rate = 1%2Ft jobs per hour
Fast pipe rate = 1%2F%28t-3%29 jobs per hour
Slow plus Fast pipes at same time rate = 1%2F%286%262%2F3%29 jobs per hour

The rates for each pipe are additive while they both work simulteneously. Solve first for t based on that. You can then know the rate for the slow pipe and can easily compute the rate for the fast pipe.
