I guess the one cup of vinegar is 100% vinegar.

Equation:
100%*1 cup + 15%*3 cups = x%(1+3)cups

Multiply thru by 100 to get:
100 + 15*3 = x + 3x
4x = 145
x = 36.25% (percent vinegar in the final mixture)
