First we draw the graph of the boundary line of 

y > 2%2F3x - 1

which is 

y = 2%2F3x - 1

We draw it dotted because the inequlity is > and not >



We arbitrarily pick a test point on either side of the line,
and substitute it into the inequality.  If it simplifies to
a true statement, then that's the side to shade. If it comes
out a false statement, then we shade the other side.
