If it's really %28a%5E2%2B4a%5E2%29%2B%28a%5E3-5a%5E2%2B7a%29
a%5E2%2B4a%5E2=5a%5E2
It is strange that it would be written as %28a%5E2%2B4a%5E2%29 and it made me suspect that there was a typo.
The two sets parentheses can be removed without changing the result, because they are preceded by a + sign (or at the start of the expression).

I would say that a%5E3%2B7a or a%28a%5E2%2B7%29 is as simplified as you can get.
Depending on what I need to do with the expression afterwards, I would choose one or the other simplified version.

a^2+4a^2+(a^3-5a^2+7a)
REMOVE PARENTHESES AROUND a^3,-5a^2,7a
a^2+4a^2+a^3-5a^2+7a
ELIMINATE SIMILAR TERMS a^2,4a^2,-5a^2
REPLACE WITH(1+4-5)a^2
(1+4-5)a^2+a^3+7a
SINCE (1+4-5)a^2 HAS A ZERO FACTOR
0+a^3+7a
REMOVE EXTRANEOUS ZERO(0)
a^3+7a
